In my early days f covering Fishers, I recall a group of men, all looking the part of serious business people, stand before the town council asking for tax breaks.  Those officials were from a debt collection company named Deca.  Deca later collapsed and the building once housing the firm is now the home of Launch Fishers.

The man described as the founder of Deca has now been  sentenced in federal court.
